He was appointed to Cabinet as the Minister for Primary Industries and Regional Development in the Marshall Government in 2020. The portfolio includes responsibility for agriculture, food and fisheries, and forests.
David is passionate about primary industries and seeing our regional and agricultural sectors thrive, having played a prominent role in the dairy farming industry.
Working as a dairy farmer on the Fleurieu Peninsula for nearly 30 years, he became the President of the South Australian Dairyfarmers' Association (SADA), and more recently, the President of the peak national body, Australian Dairy Farmers Ltd (ADF).
He has also held the positions of Director on the Veterinary Surgeons Board and Primary Producers SA Council.
David is actively involved in his local community, and prior to politics he served on the Fleurieu Regional Development Board and on the board of Investigator College.
He lives in his electorate with his wife Kate and their three daughters.
Mayor, City of Victor Harbor
Dr Moira Jenkins has been serving our local community for several years, including as Mayor since 2018 and as a Council Member between 2014 and 2018.
Moira is a clinical psychologist with post graduate qualifications in workplace conflict management and the development of healthy workplaces.
Her approach to leadership is based around collaboration – engaging our residents, ratepayers and other stakeholders to ensure decision making has the best interests of our community at heart.
She is especially passionate about addressing regional issues such as health, public transport and facilities for people of all ages.
While the past few years have been challenging for communities across Australia, with fires, pandemic, economic uncertainty and floods, Moira believes that Victor Harbor is stronger than ever and has a very bright future ahead.

An intriguing competition to test the history knowledge of local residents begins in the Victor Harbor Times' Friday edition on September 7.
The 'Mystery History' contest with $500 worth of prizes has unfolded from initial research into the forthcoming book to mark Victor Harbor's unique heritage. The contest will have residents guessing for weeks. . . And their revelations which follow could be chaptered in the prestigious volume, tentatively titled 'Victor Harbor: Birthplace of South Australia' to be released during Australia's Bi-Centenary year. Local artist Ainslie Roberts has donated four limited edition prints of his 'Dream time' series of paintings, with framing donated by Victor Harbor Council. Each prize is valued at a total $ 125. Ainslie is helping produce the history book along with author Michael Page who will judge the competition. Each week for 17 weeks a photograph of a local landmark will appear in the Friday edition of the Victor Harbor Times. Some will be easily recognised, others more difficult. None of the mystery objects are hidden away on private property and all are visible to the public eye. Three weeks after the first photograph, the Times will begin to weekly print the name of the person who has identified the subject and given the best details of its priminence in the town's history.
One of the prints will be awarded at the end of each month's photographs, to the individual making the most informative submissions for that period. 'This venture will increase the public's awareness of the rich history of the area,' said Ainslie, 'as well as provide us with bits and pieces of information for the book. ' ' The book is Council's major project for the Bi-Centennial Year, and will be a total record of the area from 1802-1988. There is a planned edition of 5000 copies, including a small number of signed and numbered Linked Edition volumes. The book will contain histories of
individuals in the area, said Ainslie, and the personal touch will continue from the research stage to the final product. Community involvement is vital, he stressed. Councillor Alfred Engel commented: 'Apart from this competition being a tremendous fun thing, with the chance to win a handsome prize, it will be an eye-opener to many residents of Victor Harbor who have lived here for years and thought they knew the place -things and places they have taken for granted and not really 'seen' 'After looking at the 17 photos of the 'mystery objects' I realise that at least two of them I've been passing for years
- in fact I nearly tripped over one of them just walking in here today! 'It's a grand idea.' The Victor Harbor 1988 History Book Committee would like to thank the following people who have already contributed material for the publication. Jeanette Bartlett, Elizabeth Basham, Tom Builder, Ken Collins, Keith and Vera Cook, John Cameron, Gordon Dungey, Alfred Engel, Bill Ewen, Gordon Graham, Harry Hanks, D.K.Lush, G.H.Machin, John Mack, Doug Provis, Bert Puxley, Peter Stalley, Margaret Stevens, Rex and Dorothy Tilbrook, Victor Harbor Times, Betty Wondersitz, Hazel Zilm.
